It's not the Captain who decides "Safe Speed", it's the prevailing
circumstances and conditions that decide it. It is the Captains responsibility to factor in all conditions regarding his boat, it's equipment, the weather, other traffic, and then use good sense and good seamanship to adjust his speed according to those prevailing circumstances and conditions ..... which means you've got a problem ..... you ain't got no sense and I doubt you know what seamanship is. otn |
