Sorry. I've checked with both USsailing and the USCG. A license is not
needed for what we do. We do not take paying customers in our boats (except
for a rescue). They are 10' single handed sailing dinghies. We do not even
tow the boats except in a rescue situation.
Now Ganz on the other hand might need a license for what he does.
