Representative shall, during the Time for which he was elected, be appointed
to any civil Office under the Authority of the United States, which shall
have been created, or the Emoluments whereof shall have been encreased

The pay for Secretary of State has been increased under Bush while Clinton
was Senator.

Obama is a Constitutional Law Scholar!

standard work-around for it. Do you really think anything short of a
silver bullet AND a wooden stake in the heart is going to stop
